South Cowichan now has over 16,000 year round residents -- and that excludes seasonal and weekend owners. The area is facing substantial new growth and development, and local services will have to expand to meet the needs of this expansion. It is reasonable to look at whether the current model is the most appropriate way to manage our community.

The Phase 1 Services and Governance Study is complete. The Province has indicated support for a Phase 2 study, probably in 2010, which could lead to a referendum.

A volunteer group of local residents named the South Cowichan Services & Governance Study Steering Committee. Using a grant from the Ministry of Community Development the Committee hired an independent team of experts to advise on technical matters.

We won't be making any more changes or updates to this website now that the Phase 1 study is over. When Phase 2 starts, we will re-activate the material.
